EXPOSED: Meet the Illinois Policy Institute’s Bizarre Internet Trolls

Think the Illinois Policy Institute is a mature, professional organization? Think again.

The Illinois Policy Institute (IPI) has come under fire for misusing its status as a 501(c)(3) tax-exempt organization to promote political candidates, including GOP candidate for governor Bruce Rauner. Rauner has admitting paying the IPI  more than $500,000 over the last five  years. IPI board member Elizabeth Christie is the co-finance chair for Rauner’s campaign. Until recently, Robert Costello, a board member with the Illinois Opportunity Project, sister organization to the IPI (and listed in the same office), was the treasurer for Rauner’s term limits initiative.

Last week, the IPI  was front and center arguing against the Illinois pension bill. Why? Because Rauner opposed it.

But the Illinois Policy Institute’s John Tillman and senior policy fellow Dan Proft continue to promote the absurd farce that Rauner’s cash has nothing to do with the institute’s positions and advocacy.

But what does the “conservative” Illinois Policy Institute really do with the money it raises? Is it all devoted to generating “policy papers” and “educating the public?”

According to the screenshots below, the organization spends quite a bit of time using internet trolls to attack its opponent using members of the Chicago Tea Party and Cook County public employees to generate attack pieces. The attacks are generally bizarre, childish, arrogant, disturbing, and utilize people with questionable mental and emotional health issues.

So much for the “professional” Illinois Policy Institute. John Tillman and Dan Proft need to “grow up” before they lose the small amount of credibility they have left.

After years of taking cash from the Rob Ford wannabe Larry Dominick in Cicero, Proft has been trotting out some high-minded gibberish about “GOP messaging.” Perhaps he should work on his own.  See Proft’s history of bullying emails against members of tea party groups in Illinois.

The following vandalized Wikipedia page and an avalanche of bizarre posts, tweets, and emails below (just one example among hundreds of posts) were in response to an article written by William Kelly  in Chicago Now called, “Illinois Policy Institute’s $16 million virtual school tax grab.” Kelly writes for the Communities at Washington Times, is a contributor to American Spectator and Breitbart.com, and owns an Emmy award-winning production house.

The article criticized the Illinois Policy Institute for its direct involvement in the charter school company. Illinois Policy Institute’s John Tillman angrily contacted Chicago Now to have the blog taken down because members of the Illinois Principal Association were tweeting the article. KATIE (BACHMAN) VOOGD AND ERIC VOOGD

KATIE BACHMAN (now KATIE VOOGD) is a graduate of Northwestern University and is a senior organizer for the Chicago Tea Party. Along with her husband, Eric Voogd, their crazy, unbalanced, unstable, dangerous trolling behavior does not reflect the behavior of all the tea party members. Together, the are the admins for the Chicago Tax Day Tea Party facebook page along with Jean Kulig-Tucker, wife of C. Steven Tucker.

Among others, the VOOGDs goes by the internet aliases @Rogue4Truth (replacing @chipatriotlady), @ktlady33Elizabeth Shine, and Patriot Lady@Ecce777Signum,  and Ecce Veritas on Facebook. They have a history of Bachman1posting thousands of bizarre and threatening comments using social media to wage their strange personal attacks as well as phony youtube videos and fabricated Wikipedia entries which Voogd and Bachman tweet out and post on Facebook. The VOOGDs goes beyond social media to wage their unstable personal attacks typified by repetitive words and definitions of “sociopath,” “compulsive liar,” “criminal behavior,” and other unsettling posts. The dangerous Voogds also have a history of making hundreds of harassing and threatening phone calls, stalking the friends and family members of victims.

Bachman-Voogd was a former campaign volunteer for William Kelly, the conservative activist mentioned above. After volunteering for his campaign, he became obsessed with Kelly and his fiance and began an internet and telephone campaign of irrational harassment for the last three years. Later Bachman was later paid by Jack Roeser-sponsored candidate Jim Dodge to stalk Kelly when he campaigned for Illinois Comptroller. Illinois Policy Institute has not stated whether it is paying Bachman-Voogd to stalk Kelly and his family.

It is sick to think that a 501c3 organization like Illinois Policy Institute would  pay and/or encourage someone with troubling emotional and psychological problems to stalk their political rivals and their families.

C. STEVEN TUCKER 

Tucker is the main organizer for the Chicago Tea Party. Recently, the insurance salesman (and graduate of something called the “Academy for Advanced Learning)” has claimed he saved a cancer patient from Obamacare so that he can sell his low-budget DVD on Obamacare. After his business received a tax bill for $3,500, he cried he was being targeted by the IRS and tried to get media interviews but few were interested. A call to the Illinois Department of Insurance determined that Mr. Tucker does not appear to practice under the name he is licensed under.

He is a regularly promoted on WLS-AM radio as a healthcare expert due to his relationship with Dan Proft despite his questionable educational credentials. He is currently promoting the “Cancelled” tour on healthcare insurance with the Illinois Policy Institute to hawk his Obamacare DVD, which was funded by Jack Roeser.

Tucker directs and coordinates his tweets and facebook posts with @Rogue4Truth, @chipatriotlady, @ecce777signum and Ecce Veritas, etc. otherwise known as Katie (Bachman) Voogd and Eric Voogd.

Tucker served as the “officiant” for Bachman and Voogd’s wedding in September 2013.  Voogd has said he is Jewish and his Linkedin says he has worked at the Midwest bureau of Israel Always, Democracy Under Attack, and Voice of the Copts.  Yet, in their internet trolling attacks, the Voogds claim they are attacking people who aren’t “true” Catholics.

Tucker takes his direction from the Illinois Policy Institute’s John Tillman and Cicero political operative Dan Proft. See Dan Proft’s leaked emails to tea party members, including an anti-Kelly email calling Kelly “a sociopath,” mimicking the same pattern as the Voogds, Tucker, etc.

Tucker angrily defended Proft in his appearances before the Chicago Tea Party after he came under fire for his endorsement of Rep. Adam Kinzinger over Rep. Don Manzullo in 2010.

JOHN DYSLIN

John Dyslin is an analyst at the Cook County Board of Review who spends his taxpayer-funded hours on Facebook and Twitter, conducting social media on the taxpayer’s dime. Dyslin is also a “Liberty Leader” with the Illinois Policy Institute’s sister organization, the Illinois Opportunity Project – run by Dan Proft.  Dyslin writes regular attack pieces on conservatives like Kelly at the request of the Illinois Policy Institute’s John Tillman on an unregulated blog at examiner.com.  The attack pieces are speculation-based offering few to no facts. The Illinois Policy Institute was caught tweeting out one such attack piece against Kelly in direct messages last spring.

Not all is right within the tea party in Illinois. Anger at Cicero political operative-turned WLS radio host Dan Proft’s support of anti-tea party candidates has been boiling for years. The emails show Chicago Tea party leaders controlled by Mr. Proft  scramble to suppress dissent and punish people who disagree. Below some leaked mails from Illinois tea party members and arrogant emails from Proft as he angrily attempts to silence and bully his critics.

Chicago, Illinois – Chicago Tea Party organizer C. Steven Tucker claims he is a hero for saving cancer patient Bill Elliot. The bizarre comments are all over his facebook posts. “When I’m not palling around with Bruce Rauner, I’m busy saving cancer patients from Obamacare,” brags Tucker on posts on Facebook, despite that news reports credit Fox News and other media on the case for any turn-about on Elliot’s insurance.

Now Tucker is trying to extend his hitched ride to the poor cancer patient by claiming he is being audited by the IRS for ‘saving Elliot’, who appeared on Fox News’ “‘Kelly File.'” But the bigger question is: Is Tucker even licensed in all the states he sells health insurance in?

The Illinois Department of Insurance website does not list him as registered under the name C. Steven Tucker. According to the Illinois Department of Insurance regulatory department, it is illegal for a licensee not to be registered under the name they practice under. The reason? Because that makes it impossible for the public to look up whether or not you have a valid – not expired – license. Is there a reason Mr. Tucker is not registered under the name he sells insurance under in Illinois and other states? Perhaps the audit is necessary – despite his protests.

His education? Something called the “Academy for Advanced Learning.” The “Academy” lists a phone number in Palatine, Illinois but when you call it – you get New York Life and the operator claims she’s “never heard of the Academy for Advanced Learning.” What is this Academy for Advanced Learning? A correspondence course?

Tucker’s Ties to Steve Stevlic, the Tea Party’s “Mr. Prostitute”

Tucker’s associations are also troubling. Tucker’s associate, former Chicago Tea Party leader and Cicero native, Steve Stevlic was caught and arrested for soliciting prostitutes and agreed to enter a rehabilitation program for “johns.” Ironically, prior to his arrest, Stevlic had harassed Illinois comptroller candidate William J. Kelly’s fiance who said he made lewd comments to her, inferring that she was a prostitute.  Illinois Tea Party leaders covered up Stevlic’s  arrest but he was outed by Gawker.com and forced to resign. Stevlic and his pal Tucker attempt to use their influence to peddle their influence.

Tucker’s Ties to Cicero President Larry Dominick and Craig Pesek 

Tucker’s other close associate is Eric Kohn, who calls himself the Chicago Tea Party’s spokesperson. Kohn is the operations manager for Urquhart Media with Dan Proft, the right arm of corrupt Cicero president Larry Dominick – the Rob Ford of Chicago. Until recently, Kohn was the spokesperson for the mob-connected Craig Pesek, who was caught on FBI surveillance tape with discussing the bombing of a Berwyn business with the man who was convicted of the crime.

 But it doesn’t stop there. 

Instead of ‘saving’ patients from cancer (by selling insurance), Tucker spends most of his time internet trolling with other trolls at Chicago Tea Party. In numerous instances, Tucker targets conservative activists like longtime activist William J. Kelly, a writer for the Communities at Washington Times and a contributor to Breitbart.com and American Spectator.

At the direction of John Tillman and Dan Proft, organizers from the Chicago Tea Party were caught vandalizing the Wikipedia page of a longtime conservative activist by the name of William J. Kelly. Kelly is a longtime writer for the Communities at the Washington Times, and a contributor to the American Spectator and Breitbart.com

Here is the vandalized Wikipedia page and the tweets from Eric/Katie Voogd’s (Bachman) internet pseudonyms at C. Steve Tucker’s direction.

Internet troll Doug Ibendahl admits he lied about Kelly

In 2010, Family Taxpayer Network employee Doug Ibendahl was paid by Otto Engineer’s Jack Roeser to smear William Kelly, Kelly’s fiance Laura Kelly, and Kelly’s deceased father, William F. Kelly. Ibendahl circulated rumor after rumor on the internet without any facts whatsoever. He made phone calls, sent out hundreds of emails, and posted on blogs all the false unsubstantiated rumors. He wrote about Kelly over and over again – without any proof of the facts.

The problem: Ibendhal is an attorney  in Illinois and that goes directly against his attorney ethics. After two years, Ibendhal covered his past transgressions with a letter admitted that everything that was said about Kelly and his wife was false and he knew it. Here’s the letter admitting his lies – and covering them up at the same time. The letter was submitted as proof by Ibendahl in a case before the Attorney Registration and Disciplinary Commission in Chicago.

An Attorney Registration and Disciplinary complaint was filed against Ibendhal earlier this year for taking a $5,000 retainer and performing no legal work. A lawsuit is being filed against him in Illinois district court.

Katie Bachman Voogd: (Really) Fatal Unattraction

Chicago, Illinois – In 2010, Katie Voogd (Bachman) volunteered on William Kelly’s campaign for comptroller. She became obsessed with Kelly’s fiance and constantly sought Kelly’s attention during the campaign. Kelly wasn’t interested. At all. Bachman would constantly ask Kelly details about his personal life and demanded to be more involved that she was entitled. She wanted Kelly to call her upon demand and peppered Kelly and didn’t understand why Kelly wouldn’t tell her what she wanted to know: Because it wasn’t Bachman’s business. Why was Bachman-Voogd so obsessed with Kelly?

Bachman-Voogd agreed to volunteer to help plan events for Kelly’s campaign and – due to the lack of follow-up – the events were nothing short of embarrassing. She also said she would collect signatures but often was a no-show and was at the salon getting a manicure or a pedicure.

After a few months, Katie Bachman Voogd demanded that Kelly pay her $300 in unqualified expenses. Soon, Bachman began demanding higher amounts – $500, then $3000, then $5000 for no apparent (other than crazy bizarro) reason. She made threats in emails and on facebook and social media. In her posts, she complained that Kelly didn’t pay her what he agreed. She painted herself as the victim and increased the amount Kelly supposedly owed her to create sympathy. Her comments escalated to the strange, irrational, and stalkerish.

After she soured on Kelly, Bachman-Voogd went immediately went to Jack Roeser and got hired to be an assistant in Jim Dodge’s campaign against Kelly. Roeser had threatened Kelly to get out of the race for Comptroller – despite that he had known Kelly for 20 years. Roeser was also behind the paid attacks on Kelly by blogger Lynn “Cao” Thomas and Roeser employee Doug Ibendahl, who admitted recently in a letter to the ARDC that the attacks on Kelly in 2010 were false smears.

But Bachman and soon Eric Voogd didn’t stop there. They started making hundreds of harassing, scary, dangerous and threatening phone calls to Kelly’s friends and family over a period of years – long after the 2010 campaign. Now Bachman continues to harass and stalk Kelly with her husband Eric Voogd at the direction of the Chicago Tea Party’s C. Steven Tucker, Dan Proft, and his partner John Tillman.

These posts represent a sample of the hundreds of bizarre posts made by Bachman-Voogd. Her emails confirm that she knew Kelly never promised her a salary or even reimbursement for her expenses. So what is the explanation for her stalker behavior? Just crazy sociopath behavior – ironically the same behavior she bizarrely accuses Kelly of.
